HE Dr. Rashid Ahmed Bin Fahad Minister of Environment and Water, Vice Chairman of the Board of Directors of the Emirates Authority for Standardization and Metrology "standards" insisted that the Authority seeks to develop infrastructure, particularly the scientific and legal metrology for a valid traceable measurements reliable and accurate in the UAE.
To ensure the availability of quality levels suitable for industries of national and local products to enable them to enter the fields of competition and the provision of infrastructure necessary for continual improvement and competitiveness in all areas of the national economy. His Excellency said in a speech at the opening of the symposium "the importance of Metrology in the development of national economy" hosted by "Standards" yesterday / Monday / in Dubai, United Arab Emirates said that ESMA supports the efforts of the Gulf Standardization Organization to develop and coordinate the activities of the different standards between the States of the Council includes the development and issuance of standards and technical Gulf regulations and the development of unified systems for the conformity Assessment, including the activity of the appropriation and development of a Gulf System for Metrology. HE added at the opening session of a seminar attended by HE Walid Bin Falah al-Mansouri, director general of the Emirates Authority for Standardization and Metrology and Professor Andrew Willard, Director of the International Bureau of Weights and Measures, and Jean-Francois Magna Director of the International Organization of Legal Metrology and Dr.Pedro Aspina, the Executive Secretary of the International Bureau of Weights and Measures added that Dubai to host this symposium which was organized by "Standards " in cooperation with the standardization of the States of the Cooperation Council for the Arab States of the Gulf comes from the recognition of the importance of Metrology and its impact on the economies of nations and the importance of national systems in the Arab States in accordance with the requirements and international practices and the fact that the activities of Metrology is one of the key elements of the various activities of standardization and quality infrastructure. HE Dr. Rashid Ahmed bin Fahad called for concerting efforts to achieve the goals and aspirations of the GCC States in the formation of a regional grouping have a distinctive experience at the international level and improve the knowledge of the various fields of measurements to fulfill the needs of the scientific and economic development and the needs of national industry in particular and the Gulf in general and consumer protection. His Excellency also said that the Gulf Standardization Authority is seeking the cooperation and coordination with Member States to build an integrated system of laws and procedures designed to establish the structure of a tribute to the quality of the States of the Council based on rules and regulations and accepted practices and internationally accepted and compliance with regulations and international practices and to reflect the commitment of the States of their obligations under the membership of the World Trade Organization. He emphasized that ESMA contributes to the development of a unified system of the Gulf in Metrology that supports the infrastructure of quality and provide the appropriate environment for the development of industry output and the removal of the Gulf technical barriers that may stand in front of the flow of goods and products between the GCC countries to achieve the ambition of building an economic bloc, an influential regional and global. He added that in view of the developments taking place in the world and attempts to open international access to a global market through which the flow of goods and easy to play by international mutual recognition regulations and laws that are in line with international practices and the important role for the conventions imposed by the WTO requirements to eliminate all technical barriers to trade Evidence of States and contrary to the international practice of the symposium is to make sure the importance of participation in international activities and contribute to decisions that may affect the future of the region. He said that developed economies spend 3% to 6% of their GDP in metrology infrastructure in order to keep transactions costs low. Supported by whole array of market prices, entrepreneurs seek to select products and services that the customers can value. Apparently, the wealth can be created by innovation, quality of products and services. adding that Metrology infrastructure contribute to the dissemination of trust between the members of the community by ensuring justice in the doing business and in improving the quality of products and industrial processes and protect the health and safety of individuals in addition to the protection of the environment and the imposition of laws and regulations are just the cases that require the measurement. HE stressed on supporting the efforts to develop metrology activities in the Gulf Cooperation Council and seek to take advantage of all the recommendations and outputs of this seminar to build the service system of the Gulf cooperation in the field of measurements (metrology) and to support the efforts of all parties concerned to achieve and strengthen the work of Gulf joint. From his part, HE Walid Bin Falah al-Mansouri said Dubai to host this important symposium attended by directors of Standardization and Metrology in the States of the Cooperation Council for the Arab States of the Gulf aimed to assess the requirements for national metrology bodies current and future and planning activities for the development of Metrology in the Member States and to explore opportunities for cooperation between Member States in order to reach a unified Gulf joint in the area of Metrology and discuss the challenges of national and regional capacities in the development of metrology capabilities. He added that the seminar also aimed at assessing the need for international support to develop the infrastructure of metrology at the national level and the Gulf (regional) and discuss the challenges that could be encountered in the process of integration of existing national metrology capabilities with the new regional infrastructure. ![]() H.E. pointed out that ESMA started the implementation of the national Law of metrology, which was decreed by the Cabinet of Ministers in 2006 as a first Law in the UAE with regard to Metrology in the framework of the national strategy aimed at strengthening the capacity of the national economy and provide conditions for continual improvement and competitiveness in all fields In order to develop infrastructure, particularly the scientific and legal Metrology for a traceable measurements reliable and accurate in the country to ensure the quality standards appropriate to the national industries and local products to enable them to enter the fields of competition effectively. H.E. explained that this law comes in line with the main objective of the goal of ESMA in providing safety and health protection, economic and environmental support in the country and the national economy, especially as the Federal Law No. / 28 for the year 2001 considered the Emirates Authority for Standardization and Metrology as the responsible body to establish and maintain the National Measurement System. adding that holding such meetings between the leaders of standardization, metrology and the various sectors in the country comes within the objectives of ESMA to aware all levels of society of the importance of metrology (science of measurement) and the verification of the legal measuring instruments used within the country. H.E. said that this awareness ensures consumer protection and the follow-up of scientific developments on the international system of units and work on the application throughout the country where the international system of units of the basis for the legal units of metrology must be used exclusively in the UAE. He noted that the International Organization of Legal Metrology the France-based is one of the international organizations for Metrlogy and meets every two years by the invitation of the Chairman-elect, this organization has a significant impact on the exchange of experiences and information at the international level and to assist the national bodies concerned with legal Metrology issued by the organization and publications specializing in the legal Metrology as the organization has a system of certificates for the measuring instruments to facilitate administrative procedures and reduce the cost of this in the field of international trade of metrology instruments subject to legal requirements. He said that this system provides the possibility for the manufacturer of the points of metrology tools to obtain a certificate from the International Organization of Legal Metrology, along with the verification report is evidence that the model of the tool is submitted for approval conditions set by the international recommendations of the International Organization of Legal Metrology on this tool, adding that certificates of the International Organization of Legal Metrology accept from national metrology bodies automatically and in an atmosphere of trust and mutual recognition among members of the organization and contribute to the system of certificates of the International Organization of Legal Metrology in the simplification of procedures for the ratification of the model for the industry and official authorities in order to avoid repetition of costly tests. He said that the Emirates Authority for Standardization and Metrology joined the organization in May 2007 & became a corresponding member in the organization has the right to attend as an observer in the meetings of technical committees and subcommittees of the organization ,also its membership provides access to type approval certification programs available at OIML.
